A hiring manager should not need a login to give an opinion

The person who actually meets the candidate is usually the person least likely to be given an admin account. Review links let them read what they need and record their view, without adding a user, a permission and a password reset to the process.

Recruitment data is personal data about people who are not your staff

Applications are personal data about people who have no other relationship with you, which puts them squarely inside UK GDPR, the Equality Act 2010 and Article 22 on automated decisions. The tool is built with those in mind and the guide documents where each applies.

That is a design constraint, not a disclaimer.
